How do I cite an article or a book that doesn't have an author?

For periodicals:

See section 7.01 for information on how to cite periodicals.

When there isn't an author listed, see rule #9 (p.200) for an example of a source with no author. Note that you would add them to your bibliography by the title of the article based on the first word. You would use a short form of the title (or the full title, if it is short) when citing the article in-text.

For books, reference books, and book chapters:

See section 7.02 on how to cite books.

When there isn't an author listed, see the bullet points on page 203 on how to cite the material. Similar to periodicals, you would add them to your bibliography by the title of the article based on the first word. You would use a short form of the title (or the full title, if it is short) when citing the article in-text.
